French Senate Approves Automatic Crypto Tax Data Sharing: What OECD CARF Exchange Means for Your Wallet

The French Senate has adopted a bill authorizing the automatic exchange of crypto-asset tax information between international tax authorities, clearing its first reading on Oct. 28 and moving France another step closer to plugging its crypto investors into a global reporting web. The text now heads to the National Assembly as Bill no. 3421, and if it completes the legislative process, French crypto activity will be visible to tax authorities far beyond France’s borders — automatically, and without any request needed.

The Legislative Move

The bill does two things. First, it covers an agreement on exchanging crypto tax information between jurisdictions. Second, it updates an existing agreement on financial account information, extending the automatic-exchange machinery that already covers traditional bank accounts into the crypto-asset world. The legal foundation is the Crypto-Asset Reporting Framework, or CARF, developed by the Organisation for Economic Co-operation and Development. CARF sets common standards for participating jurisdictions to collect and automatically exchange information on crypto transactions, and France’s Senate vote is the domestic authorization that lets the government operate under it. Adoption in first reading is progress, not finality — the National Assembly must still consider the text before it becomes law.

Jurisdiction Context

France is not starting from zero. The 2025 Finance Act already introduced crypto reporting obligations by implementing the crypto reporting amendment to the European Union’s Directive on Administrative Cooperation, known as DAC8. Those rules require crypto service providers operating in France to report customer identities and transaction data to the tax administration, which then shares the information with authorities in users’ EU countries of residence. What the new bill adds is the international layer: exchange with jurisdictions beyond the EU under the OECD’s CARF umbrella, closing the gap that let French users of non-EU platforms operate outside the reporting net. Meanwhile, French lawmakers are separately debating crypto tax changes in the 2027 budget — on Oct. 16 the National Assembly adopted an amendment that would make gains from conversions into certain fiat-pegged stablecoins taxable from Jan. 1, 2027, though that measure is not yet law. Debate on the budget’s revenue section resumed this week, with a vote scheduled for Nov. 3.

Industry Reaction

The industry’s concern is not the principle of reporting but the plumbing. Faustine Fleuret, global head of public affairs at the lending protocol Morpho, told Cointelegraph that tax reporting under DAC8 raises data security concerns because it involves sharing personal information — names, addresses, tax numbers and transaction volumes — between EU tax authorities. That is the quiet fault line in every automatic-exchange regime: each additional jurisdiction in the network is another custodian of sensitive financial data, and crypto service providers become compulsory intermediaries in the flow. Compliance teams at French platforms now face two overlapping pipelines — DAC8 reporting inside the EU and, if the bill passes, CARF exchanges beyond it — with the associated cost of building systems that satisfy both.

Compliance Hurdles

For everyday French crypto investors, the practical consequences arrive gradually. Once CARF-based exchange is live, using a foreign platform will no longer create a reporting blind spot: participating jurisdictions will collect transaction data on French residents and hand it to the French administration automatically, just as foreign banks already do with account balances. The burden of correctness also shifts to the taxpayer — mismatches between what a platform reported and what a user declared become trivially detectable when both datasets sit in the same system. The stablecoin wrinkle adds urgency: if the 2027 budget amendment survives, conversions into certain fiat-pegged stablecoins become taxable events from Jan. 1, 2027, and the reporting net being built now is exactly what will make those transactions visible. The market backdrop meanwhile remains steady, with bitcoin trading near 81,354 USD and ether near 2,363.82 USD — calm prices, but a rapidly tightening information environment.

What’s Next

The immediate milestone is the National Assembly’s handling of Bill no. 3421, followed by the Nov. 3 budget vote that will signal whether the stablecoin tax amendment advances. Expect France’s trajectory to be replicated across Europe: CARF was designed precisely so that OECD jurisdictions implement compatible rules, and France is among the first movers translating it into domestic law. The era in which crypto activity was taxed on the honor system is ending in France — what replaces it is a network of automatic reporting that treats crypto with the same informational transparency as any other financial account. For investors, the rational response is boring but effective: accurate records, declared gains, and attention to the November votes that will define 2027’s tax treatment of stablecoin conversions.

  1. Bill no. 3421 clearing the Senate on Oct. 28 was expected, but the part that stings is exchange happening automatically, with no request needed. DAC8 already handed the EU our data, now CARF closes the non-EU platform gap too.

    1. Exactly right. Users of non-EU platforms were the entire blind spot, this bill exists to catch them. National Assembly still has to vote though, so nothing is final yet.

  2. everyone calling this clarity should read the fine print. the Oct. 16 amendment wants stablecoin conversions taxable from Jan 1, 2027. one door closes and another one opens lol

    1. stablecoin swaps counting as taxable disposals from jan 1 2027 is brutal for anyone running usdc pairs. every rebalance becomes a reportable event

  3. Bill no. 3421 clearing the Senate was the easy part. The National Assembly has dragged its feet on reporting rules before. Still, CARF was coming for France no matter what Paris does.

    1. nah it passes, the assembly already signaled support. the scary part is the second piece, they are extending the old bank account exchange machinery to crypto. CRS net, new catch

    1. why nov 3 specifically? genuinely asking, if the budget vote slips does 3421 slip with it or does it move on its own track

      1. Answering @Aurelien D.: the senate site says the CARF authorization text is attached to the budget package, so if the Nov 3 vote slips, the whole thing slips with it. It is not moving on its own track.

  4. Automatic exchange with no request needed is the entire point of CARF. If you are in France trading on foreign venues with no reporting, your anonymity clock just started.

  5. The part nobody mentions: once the assembly passes this, dual filings are on you. Your platform reports under CARF and you still self-declare in France. Mismatches are exactly what automated cross-checking catches.

  6. bill no. 3421 clearing the senate oct 28 with basically zero opposition noise tells you everything. assembly feels like a formality, start planning for the 2027 reporting net now

    1. @defi_ouest 2027 reporting net is generous, CARF first exchanges are scheduled for Sept 2027 but collection starts Jan 2027. anything you do next year is already in scope
