Hong Kong Switches On 24/7 Tokenized Settlement as HSBC RedCoin Hits 50,000 Users

Hong Kong has quietly moved the goalposts for how tokenized money can move. The city’s monetary regulator announced on Monday that its Project Ensemble pilot has advanced to a new stage allowing around-the-clock settlement of real-value tokenized transactions, and it is preparing to bring regulated stablecoins into trials involving tokenized government debt. For anyone tracking where traditional finance and blockchain infrastructure actually converge, this is one of the most concrete milestones of the year.

What the HKMA announced

The Hong Kong Monetary Authority said its EnsembleTX project can now handle 24/7 real-value transactions. That is a bigger deal than it may sound. When the pilot began real-value trials in November 2025, participating banks settled payments through Hong Kong’s existing dollar settlement system, which meant transactions were still chained to conventional settlement hours. The promise at the time was that tokenized central bank money would eventually allow settlement around the clock, and that promise has now been delivered.

The HKMA says the update helps banks and their clients move funds globally, manage tokenized investments and run treasury operations outside conventional settlement windows. Anyone who has ever watched a cross-border payment stall because a clearing system closed for the weekend understands the practical value of a settlement layer that never sleeps.

Speaking at Hong Kong FinTech Week, HKMA Chief Executive Eddie Yue framed tokenized central bank money as the foundation layer for this always-on settlement model, and noted that tokenized bonds, money market funds and bank deposits are already being used on the infrastructure. The regulator also said recognized dealers have completed secondary-market trial trades in tokenized Exchange Fund Bills, short-term debt instruments it issues itself, with plans to expand those trials to include regulated stablecoins.

From sandbox to settlement layer

The pace of the progression is worth noting. The HKMA launched Project Ensemble in March 2024 to explore how banks could settle tokenized transactions using wholesale central bank digital money. A sandbox followed that August, letting banks connect their tokenized deposit platforms and test transactions. Two years later, the experiment has graduated into live real-value settlement running on tokenized central bank money, with tokenized government debt trading in secondary markets on top of it.

That trajectory, sandbox, real-value trials, 24/7 settlement, tokenized public debt, is the clearest published blueprint any major financial center has produced for actually tokenizing the core of its financial plumbing rather than talking about it.

HSBC’s RedCoin reaches 50,000 users

The institutional story landed alongside a retail one. HSBC Group CEO Georges Elhedery revealed at FinTech Week that the bank’s Hong Kong dollar stablecoin, RedCoin, has reached 50,000 users roughly ten days after its debut, and he set an explicit target of multi-million users as access expands.

RedCoin launched on October 23 for transfers and merchant payments through HSBC’s PayMe application, a payments platform with more than 3.3 million customers who can activate stablecoin wallets to use the token. HSBC also plans to bring the stablecoin into its main mobile banking app and to allow subscriptions to tokenized investments, including a Hong Kong dollar money market fund share class. On the wholesale side, Elhedery said HSBC is already offering tokenized deposits to clients in Hong Kong and about half a dozen other jurisdictions, allowing funds to move around the clock.

The regulatory foundation matters here. HSBC was among Hong Kong’s first licensed stablecoin issuers in April, alongside Anchorpoint Financial, a venture backed by Animoca Brands and Standard Chartered, under a licensing regime introduced in August 2025 that requires issuers to meet standards for backing reserves, redemption and risk management. RedCoin’s 50,000 users are using a regulated instrument, not an offshore experiment.

Why DeFi watchers should care

On the surface, this is a banking story, not a DeFi one. But the two worlds are converging from opposite directions. The core innovation DeFi pioneered, instant, always-on settlement of tokenized assets without a central counterparty closing at end of day, is being absorbed into regulated finance through projects like Ensemble. Tokenized money market funds, tokenized government bills and regulated stablecoins settling 24/7 on central bank rails are functionally the same primitives DeFi builders work with, wrapped in the supervision institutions require.

For DeFi investors, the significance is directionality. The infrastructure gap between on-chain finance and traditional finance is being bridged by central banks and megabanks, not by bypassing them. Liquidity that settles around the clock in tokenized form creates natural demand for compliant on-chain venues, and regulated stablecoins with real payment footprints, as RedCoin demonstrates, are the connective tissue.

The road ahead

Challenges remain. Wholesale tokenized settlement and retail stablecoin payments are still parallel tracks that need deeper integration, and the stablecoin trials with tokenized government debt are only now being planned. But the trajectory is unmistakable: Hong Kong is assembling, piece by piece, a fully tokenized vertical slice of its financial system, from central bank money to government debt to retail payments, all of it live and all of it supervised.

Other jurisdictions are watching, and competing. The cities that solve tokenized settlement first will host the markets that settle on it. This week, Hong Kong moved to the front of that race.

  1. 50k RedCoin users doesnt sound huge but for a pilot inside HSBC it kinda is. my uncle works at a tier2 bank there and even they got briefed on Ensemble last month

    1. centralbank_watch

tier2 briefings are the tell. ensemble stopped being a demo the moment non-pillar banks started getting decked on it

  2. 24/7 settlement is the whole point of tokenized money and hkma actually shipped it while everyone else is still doing powerpoint cbdc pilots. respect

  3. The tokenized government debt trials are the underrated part here. Stablecoin issuers have been begging for tbill-like collateral on chain, if HK wraps its bonds this gets interesting fast

    1. Ravi is right about the collateral leg. HK actually wrapping its bonds as stablecoin backing would hand issuers a tbill alternative in the asian timezone, that is the sleeper story here, not the settlement hours

    2. @Ravi agree, tho call me skeptical until i see an actual bond settle outside banking hours and not just a sandbox transfer

      1. fair skepticism but ensemble already moved real hkd settlements outside fps hours this year. the bond leg is next, the plumbing itself works

        1. the plumbing works until a holiday half day hits and someone has to explain why the tokenized leg settled but the cash leg didnt. 24/7 is only real when both legs are on chain, redcoin at 50k users is early proof

  4. expect other regulators to copy this within 18 months. 24/7 settlement with regulated stablecoins in the loop is the one cbdc idea that survived contact with reality
