Russia’s first comprehensive legal framework for cryptocurrency trading officially took effect on September 1, 2026, bringing trading, custody and cross-border settlements under the supervision of the Bank of Russia and opening regulated market access to both retail and qualified investors.

The new law turns what was previously a legal gray zone into a licensed, supervised industry. President Vladimir Putin signed the legislation on August 4 after the State Duma passed the framework in its second and third readings in July. It covers cryptocurrency exchanges, digital depositories, brokers, management companies, organized trading platforms and other financial institutions involved in digital asset transactions, according to crypto.news.
The Hook: A Regulated Market Opens Its Doors
For ordinary Russians, the most practical change is access. Non-qualified investors — everyday retail savers — can now buy up to 300,000 rubles worth of eligible cryptocurrencies per year through each regulated intermediary, provided they pass a suitability test. Qualified investors face no such purchase ceiling, though testing requirements still apply to them as well.
The Bank of Russia said the rules allow both investor groups to conduct cryptocurrency transactions through regulated intermediaries, with access levels depending on investor status and mandatory testing. In plain terms: anyone can participate, but how much you can buy depends on proving you understand the risks.
On-Chain Evidence: Which Coins Qualify
The regulator’s criteria for cryptocurrencies available to non-qualified investors consider market capitalization, average daily trading volume and pricing history on foreign platforms. An asset must have at least five years of price history to qualify for the retail list — a high bar that filters out most young tokens.

Becoming a regulated player is not cheap. Cryptocurrency exchange providers must enter a special register, hold at least 15 million rubles in equity and join an approved financial-market self-regulatory organization. Digital depositories face even steeper capital standards — draft regulations published in July set minimum equity between 50 million and 250 million rubles depending on the services offered, including whether a depository works with open distributed ledgers or provides post-trade settlement.
Existing businesses do not have to comply overnight. The Bank of Russia has provided a transition period until July 1, 2027 for affected firms to obtain licenses and bring operations into line with the new requirements. The central bank will maintain registers of regulated market participants and has prepared operating requirements covering exchanges, depositories and digital currency accounts.
Russia also changed its qualified investor rules just before the framework took effect. From August 31, investors can gain qualified status by passing an approved domestic financial knowledge test and presenting an accepted Russian certificate — including certificates issued by the National Finance Association, Moscow Exchange and the National Association of Securities Market Participants. Traditional routes based on income, assets, work experience or education remain available.
Market Implications: Banks Are Moving Fast
Major Russian financial institutions have already begun building around the new structure. Sberbank plans to have cryptocurrency trading infrastructure and a digital depository ready by December 1, covering trading, custody, settlement and depository functions for eligible customers. Alfa-Bank has tested cryptocurrency trading through its Alfa-Investments brokerage application with a limited group of qualified investors, while other institutions have worked on custody infrastructure, crypto.news reported.
For global Bitcoin markets, the significance is less about immediate flows and more about precedent. A major economy has now formally legalized and supervised retail crypto access, with Bitcoin named among the first proposed eligible assets. Earlier reporting suggested Russian crypto trading could bring tens of billions of dollars to regulated exchanges in the first year after legalization, though such forecasts remain estimates rather than settled facts.
The Verdict: What This Means for You
For international investors, Russia’s framework is another signal that cryptocurrency is being absorbed into the regulated financial mainstream rather than pushed out of it. The structure — investor tiers, suitability tests, capital requirements for intermediaries — mirrors approaches seen in other major jurisdictions. Watch whether the Bank of Russia’s final retail asset list expands beyond the initially proposed trio, and whether the cross-border settlement channel sees meaningful adoption by exporters. Those two data points will show whether this law becomes a genuine market or a compliance shell.
