The FBI and Secret Service Just Joined the Binance Hack Probe: Inside the 3 Billion USD Recovery Effort and What It Means for Your Frozen Coins

Federal investigators are now on the case of the largest crypto theft in history — and the recovery effort is already showing results.

The FBI and the U.S. Secret Service have joined the investigation into the hack of Binance, in which thieves stole roughly 6.4 billion USD from the exchange, according to Reuters. The news comes as stablecoin issuers Circle and Tether freeze huge pools of stolen funds and Binance says about 3 billion USD has already been located or frozen with the help of industry partners. For customers waiting on suspended withdrawals, the growing law-enforcement footprint is the strongest signal yet of how serious the response has become.

The Hook: Washington’s Financial Crime Fighters Step In

A person familiar with the matter told Reuters that Binance was cooperating with law enforcement agencies around the world, including both U.S. federal agencies. The FBI confirmed it was aware of the incident and was working with public and private partners to assess its scope and coordinate investigative steps. The Secret Service, for its part, stayed quiet — but its role is less surprising than it sounds.

Many people know the Secret Service only for protecting the president. Investigating financial crimes is actually part of its core job, alongside computer crimes, unauthorized access to computer systems, and crimes involving digital currencies. In other words, an exchange hack of this size lands squarely on its beat.

On-Chain Evidence: The Freeze Is Already Working

The most immediate progress has come not from government agencies but from the companies that issue stablecoins — digital tokens designed to hold a steady value of one dollar. Circle, the company behind USDC, froze approximately 823 million USD in tokens connected to the attack. CEO Jeremy Allaire said the company was coordinating with law enforcement and would continue supporting the investigation.

Tether, which issues the competing USDT token, froze more than 1.5 billion USD worth of its tokens linked to the potential hack, according to CEO Paolo Ardoino. Both companies can blacklist specific blockchain addresses, preventing the tokens they issue from being moved out of those wallets. That ability gives stablecoin issuers an unusual role in crypto investigations: they can effectively immobilize stolen money before investigators even identify the people responsible.

  • 6.4 billion USD — the approximate amount stolen from Binance, a record for crypto
  • 823 million USD — USDC frozen by Circle in connection with the attack
  • More than 1.5 billion USD — USDT frozen by Tether
  • 3 billion USD — funds Binance says have already been located or frozen with industry help

The Core Conflict: North Korea’s Trail and Binance’s Clock

The investigation unfolds against a backdrop of escalating attacks attributed to North Korea. Blockchain intelligence firms TRM Labs and Chainalysis have both linked the theft to TraderTraitor, a hacking group tied to North Korean cyber operations. The same group has been linked to the 1.5 billion USD Bybit hack in February 2025, which the FBI also attributed to North Korean hackers.

North Korean operatives have targeted Binance before, including attempts to infiltrate the exchange by posing as job applicants. Binance Chief Security Officer Jimmy Su told Decrypt in a 2025 interview that North Korean operatives were contacting employees on LinkedIn every day, sometimes using fake interviews to deliver malware to their devices. The exchange initially suspected a compromised laptop belonging to a DevOps engineer gave attackers access; it has since identified additional points of breach, while saying it found no evidence that wallet private keys were leaked.

Meanwhile, the pressure on Binance is practical as well as legal. The exchange has said it will cover all losses using company funds and its Secure Asset Fund for Users (SAFU), an emergency reserve designed to protect customers in a breach. CEO Richard Teng said the company had reserved more than 6.34 billion USD to cover the stolen assets. Withdrawals remain suspended while Binance reviews its security infrastructure, with the company targeting a resumption by Sunday.

Market Implications: What This Means for You

For everyday investors, this episode is a live demonstration of both the weakness and the strength of the current system. The weakness: a supposedly hardened exchange lost billions in a single incident. The strength: because stolen stablecoins can be frozen at the issuer level and transactions can be traced on public blockchains, a meaningful share of the haul has already been cornered — something that is essentially impossible with cash stolen from a bank vault.

There is precedent for this kind of public-private cooperation. In April, Operation Atlantic — a joint effort involving the Secret Service, the U.K.’s National Crime Agency, Binance, Coinbase, and other crypto firms — identified more than 20,000 victims of approval phishing scams, traced 45 million USD in stolen funds, and froze 12 million USD. If the Binance probe follows a similar playbook at a far larger scale, the roughly 3 billion USD already located could grow.

The Verdict

The FBI and Secret Service joining the Binance case turns a corporate security disaster into a federal investigation with international reach. For customers, the key facts to watch are simple: Binance says losses will be covered in full, about half the stolen value has already been located or frozen, and withdrawals are targeted to resume by Sunday. The bigger lesson for the industry is harder to miss — when thieves run off with stablecoins, the money can fight back.

  1. 823M USDC frozen by Circle and 1.5B by Tether before the feds even booked flights. Stablecoin blacklists did more in 48 hours than most regulation ever has.

    1. True but think about who holds the blacklist button. Today it is stolen funds, tomorrow it is whatever an issuer decides. That power cuts both ways.

      1. this. the same freeze helping binance users today can hit a mixer payout or a sanctioned wallet tomorrow. no court order needed, just an issuer deciding

  2. fbi and secret service both on the case now. honestly the circle and tether freezes have done more for recovery than any proof of reserves ever did lol

    1. ^ exactly, the stablecoin pools getting frozen means the attackers are basically holding illiquid ious now. that part of the story is underrated

  3. Roughly half of the 6.4 billion already tracked and federal investigators formally involved within days. I will take on-chain analytics over any exchange assurance any day of the week.

    1. located and recovered are two very different things though. freezing helps but someone still has to convict someone and unwind all of it, that takes years

      1. years is right. mt gox creditors waited a decade and that was 850k btc with way less chain fog. at least here the frozen usdt literally cannot move while it drags on

  4. Everyone sleeping on the Operation Atlantic precedent. 20k approval phishing victims traced, 45M followed on chain. Scale that playbook to a 6.4B theft and the 3B located starts looking like step one, not the finish.

    1. SAFU covering the rest is the part I keep rereading. If withdrawals really resume Sunday and every account is made whole, this becomes the strangest stress test Binance ever passed.

  5. 3 billion of 6.4 tracked in under a week because tether and circle can freeze at will. great recovery story, slightly terrifying dependency story
