US Sanctions Iranian Crypto Exchange BitBank Over Secret Shipping Payments Funneled to the IRGC

The US Treasury has sanctioned Iranian crypto exchange BitBank, accusing it of processing Bitcoin payments from ships crossing the Strait of Hormuz and funneling the money to Iran’s Islamic Revolutionary Guard Corps. The move is the latest escalation in Washington’s campaign against crypto infrastructure used for sanctions evasion — and a fresh warning that every exchange touching restricted flows is in the crosshairs.

The Hook: Shipping Fees That Ended Up With the IRGC

On Thursday, the Treasury Department’s Office of Foreign Assets Control (OFAC) announced designations against BitBank, an Iranian exchange established in 2024. According to Treasury, the Hormuz Safe Marine Services Authority used BitBank as of June to transfer payments it collected from vessels transiting the Strait of Hormuz — one of the world’s most critical oil chokepoints — onward to the Islamic Revolutionary Guard Corps (IRGC).

Treasury alleges Hormuz Safe is part of an IRGC-backed scheme that forces ships to buy maritime insurance for their passage, including coverage against seizure by Iran itself. In other words: pay a toll in crypto, or risk your cargo. Those payments then moved through BitBank into the hands of the Guard Corps, per the Treasury account.

On the Record: Bessent Puts Crypto Infrastructure on Notice

US Treasury Secretary Scott Bessent framed the action as a direct message to the digital asset industry: “Today’s designations of Iranian digital asset infrastructure make perfectly clear that efforts to finance the Iranian regime using cryptocurrencies are not beyond OFAC’s reach.”

The designations cover more than just the exchange. OFAC also sanctioned BitBank’s developer, Pishtaz Simorgh Electronic Trade Company, and three associates of Babak Zanjani, an Iranian financier Treasury says built an architecture for moving hundreds of millions of dollars in Bitcoin to the IRGC. The agency called the designated entities “key components of the Iranian regime’s digital assets-based sanctions evasion infrastructure.”

One important clarification for the market: Iran’s BitBank is a completely separate entity from bitbank, inc, the fully licensed Japanese exchange founded in 2014 that was acquired by SBI Holdings in June. The Japanese exchange is untouched by this action.

The Core Conflict: A Widening Sanctions Net Around Iranian Crypto

The BitBank designation did not come out of nowhere. It fits a clear pattern of escalating Treasury actions against Iran’s digital asset rails:

  • June: Treasury sanctioned four crypto exchanges, including Nobitex, Iran’s largest.
  • July: The US government ordered the freezing of more than 130 million in USDt held in wallets linked to Iran.
  • August: Two more exchanges, Shelbit and Aban Tether, were designated for assisting Iranian sanctions evasion.
  • September: The Financial Times reported Iran’s central bank eased foreign currency controls to encourage businesses to bring overseas earnings home — including through cryptocurrency.

That last item is the crux of the conflict. As US sanctions tighten, Iran is pushing harder to use crypto as a pressure valve — and Washington is responding by cutting off each rail as it appears. Cointelegraph reached out to BitBank for comment on the designation.

Market Implications: What This Means for Your Portfolio

For regular investors, the practical impact lands in three places. First, compliance risk is rising for any exchange or service that touches sanctioned flows — the era of “we didn’t know” defenses is over, and OFAC is naming developers and facilitators, not just the exchanges themselves.

Second, stablecoins and Bitcoin keep showing up in geopolitical flashpoints, from shipping tolls at Hormuz to state-level sanctions evasion. Expect that reality to shape upcoming legislation and drive more aggressive blockchain-analytics enforcement. Tracing tools used to expose these flows are the same ones regulators want to apply more broadly.

Third, the sanctions had no visible impact on Bitcoin’s price — the asset trades near 76,567 as markets focus on Federal Reserve policy and ETF flows. Enforcement headlines that once shook the market now land as routine. That maturity cuts both ways: less panic, but also a market that increasingly expects governments to police the edges of the ecosystem.

The Verdict: More Designations Are Coming

Iran’s growing reliance on crypto to move money around sanctions guarantees more actions like this one. Treasury has now demonstrated it can freeze stablecoin wallets, designate exchanges within months of their founding, and pursue the individuals who build the infrastructure. For compliant platforms and their users, this is ultimately bullish — the space gets cleaner every time a bad actor’s rails are cut. For anyone holding through legitimate, regulated channels, the day-to-day impact is minimal. But the message from Washington is unambiguous: digital assets are now fully inside the sanctions toolkit, and every exchange operating in grey zones should be paying attention.

  1. an exchange younger than my ledger running hormuz tolls for the IRGC. the designation speed matters more than the target here

  2. an exchange founded in 2024 already running IRGC payments through hormuz tolls. ofac moving this fast on fresh infrastructure says chain analytics flagged it early

  3. Forcing ships to buy insurance against seizure by Iran itself is incredible racketeering. BitBank was just the plumbing for it.

    1. ^ the insurance angle is the wildest part of this whole scheme tbh. pay the toll or get seized, then the btc washes through bitbank

    2. racketeering is the exact word for it. pay the toll or the same people collecting it seize your ship. incredible business model

  4. Sanctioning an exchange formed in 2024 barely two years later tells you how fast OFAC’s crypto intelligence has gotten. The shipping payment angle is the wild part — nobody was watching those flows five years ago.

    1. Every one of these actions pushes evasion flows toward mixers and smaller venues, which then get sanctioned too. The net keeps tightening but the water keeps finding cracks. Not optimistic this changes much for the IRGC.

      1. the water finding cracks thing is right but every mixer hop leaves a trail too. tornado got sanctioned and folks kept using it, just with worse opsec. my bet is the IRGC flows shift to usdt on tron next and we get this same headline in six months

        1. usdt on tron is exactly where the flows shift next, its already the default rail for sanctioned entities. see you at the same headline in six months

          1. tron already carries most of it, usdt volume there dwarfs whatever bitbank moved. sanctioning venues is maintenance, not strategy

          2. maintenance not strategy is a brutal way to put it and also correct. venues get designated, tron keeps settling, same headline in six months

          3. dwarfs is doing heavy lifting there. tron volume is bigger sure, but OFAC mapped the bitbank toll rail end to end in under a year. that full chain on record is what shortens the lifecycle of the next venue

          4. tron usdt is already the default rail and the chain keeps pretending it cant do anything about it. the real question is whether OFAC ever goes after the issuer or keeps sanctioning the venues one by one forever

          5. they wont touch the issuer, the liquidity is too entangled. venues get designated, tron gets a pass, same movie forever

      2. the cracks are the point though. every sanctioned venue makes the remaining rail more expensive for the IRGC. squeezing margins beats winning outright

      3. cracks yes, but every venue they kill makes the next rail more expensive for the IRGC to use. death by a thousand cuts still draws blood

    2. Five years ago nobody watched those flows because ships paid cash through brokers. The BTC trail is what made it traceable, ironic as that sounds.

  5. an exchange that didnt exist in 2023 already running hormuz toll payments for the IRGC. the sanction matters less than the speed, OFAC is clearly watching fresh venues from day one

    1. Day one watching, and the venue still ran hormuz tolls for months before the designation landed. The speed argument cuts both ways.

    2. formed in 2024 and processing hormuz tolls by june. nobody accidentally becomes the IRGC payment processor, that venue was purpose built

      1. purpose built is the answer to the whole thread. hormuz safe was collecting tolls since at least june, nobody sets up that rail for one tanker. the designation was late if anything

  6. the maritime angle is wild. ship pays the hormuz toll in BTC so it doesnt get seized, toll washes through bitbank, ends up funding the IRGC. OFAC mapped that whole chain

  7. an exchange formed in 2024 already running hormuz tolls by june and sanctioned by september. the lifecycle of these venues keeps shrinking

    1. formed in 2024, tolls by june, sanctioned by september. at some point the irgc runs out of fresh venues willing to die that fast

  8. BitBank existed for barely two years and ran hormuz tolls the whole time. the chain analytics that mapped that payment rail is the actual story here
